Comments submitted to the Finance Minister on Bill 150
The Order has submitted comments to the Finance Minister concerning certain aspects of Bill 150: An Act respecting mainly the implementation of certain provisions of the Budget Speeches of 17 March 2016 and 28 March 2017, which introduces a mediation process for summary appeals respecting fiscal tax matters. The Order argues that if the government recognizes the competence of CPAs to prepare notices of appeal and to negotiate with Revenu Québec on behalf of their clients, the protection of the public and the interest of justice are clear reasons to certify CPAs as mediators in summary appeals respecting fiscal tax matters.

Comments submitted to the Committee on Institutions as part of the special consultations on Bill 107
The Quebec CPA Order has submitted to the Committee on Institutions its comments on Bill 107 — An Act to increase the jurisdiction and independence of the Anti-Corruption Commissioner and the Bureau des enquêtes indépendantes and expand the power of the Director of Criminal and Penal Prosecutions to grant certain benefits to cooperating witnesses. While it recognizes the importance of such a Bill, the Order believes that the proposed powers of the Director of Criminal and Penal Prosecutions (DCPP) to unilaterally withdraw a disciplinary complaint lodged against a cooperating witness do not take into account the purpose of the professional system in Quebec, which is the protection of the public (in French only).

Brief submitted to the Committee on Citizen Relations as part of the special consultations and public hearings on Bill 115 – An Act to combat maltreatment of seniors and other persons of full age in vulnerable situations
Considering that the material and financial exploitation of seniors and vulnerable persons is one of the most common forms of abuse, the Order stresses the importance of including this aspect in Bill 115.

Report of the Working Group on the Shortage of Publicly Traded Quebec Companies
This Working Group include around thirty experts from Québec’s private equity industry, particularly chartered professional accountants, lawyers and representatives of the Autorité des marchés financiers, the TMX Group, securities brokerage firms, the ministère des Finances du Québec, the Caisse de dépôt et placement du Québec, labour-sponsored funds and venture capital funds.

The proposals in the bill are intended to address concerns expressed by the Order in its brief submitted as part of the special consultations on Bill 17 in the spring of 2013. However, we believe that Bill 51 is incomplete, in that the proposed provisions raise numerous questions about the hybrid structure they would create. (in French only)
